Suspect arrested in attempted-kidnapping of 13-year-old


20-year-old Joseph Dumbarce was arrested Saturday near the area of Teekay Way and 24th Street on suspicion of an attempted kidnapping of a 13-year-old girl, according to a press release by the Sacramento Police Department.

Police have also stated they have found the gray or silver 4 door sedan  believed to have been used in the crime.

Around 7:30 a.m., the teenage girl was walking in the 2200 block of John Still Drive when a man pulled up next to her asking for directions. As she answered, she noticed the man believed to be Dumbarce was masturbating.

The 13-year-old then began walking away from the man.

According to police, Dumarce drove past the teen, stopped his car and attempted to pull the girl into the back seat.

The girl was able to break free and run to school.

A neighbor in the Meadowview area, Sofia Nyothson stated “I used to feel safe letting my kids play alone outside of my home until I learned that the attempted abduction happened just across the street. It’s a wake-up call. It’s unbelievable. Kids should feel safe. We should be safe for our kids to walk to school, walk home from school, walk with their friends. I’m at a loss for words. It’s scary.”
